Essential Guide to Commercial Banks Operating in Singapore
While there are many foreign banks operating branches in Singapore, they may not have the licence to offer retail operations here. The following lists the different kinds of bank directories and banks in Singapore.

Opening an Account
Generally only citizens, permanent residents and those holding employment passes are able to open a bank account in Singapore. 


Although banks in Singapore generally do not open a bank account for non-residents (i.e. foreigners living overseas), you have a chance of opening an account under the following circumstances:
  • You own a Singapore company.
  • Have an established corporate banking relationship with the bank.
  • Introduce you to the bank by one of the bank’s existing clients.
  • You have an existing relationship with the bank overseas.

The conditions for non-resident bank accounts may differ between all the banks. In generally you cannot open a current account with a chequing service or a debit or credit card, but you can open a savings account. Hence, if you are a foreigner, it’s advisable to contact the bank beforehand to be sure. Full banks may provide the whole range of banking business permitted under the Banking Act.

Foreign full banks with Qualifying Full Bank (“QFB”) privileges may operate a total of 25 locations. They may also 
  • Share ATMs among themselves, and relocate their sub-branches freely. 
  • Negotiate with the local banks on a commercial basis to let their credit card holders obtain cash advances through the local bank's ATM networks. 
  • Provide debit services through an EFTPOS network, 
  • Offer Supplementary Retirement Scheme and CPF Investment Scheme accounts, and 
  • Accept fixed deposits under the CPF Investment Scheme and Minimum Sum Scheme
